I submitted to the LA Times about 10 and a half weeks ago and I still haven't gotten a response. Should I reach out or should I just wait? If I should reach out, how should I do so?

They are running very slow. My submissions of 12/5/18 and 11/26/18 are still pending. Since they are beyond their stated response time of 8 weeks, there is no reason you shouldn't follow up, and that would be to the same address you sent the submission to (with "follow up" in the subject line).
